Can a visa be refused when I already have a permit to work?

I have a valid work permit *closed with a spefic employer until 31/12/2019. I left Canada to return to my country of residence where in January I applied for a temporary resident visa in order to return into Canada - and to my surprise I was denied based on "purpose of visit" check mark only. There was no other explanation or reason checked. I don't understand this. I have been coming to work to Canada and returning home for the past 3 years and I have never been denied visa. I always made sure to return before the expiry of my work permit and visa. I didn't know that this was possible for the officers to decline your visa when the work permit is still valid. Does anyone have any input on this topic? I already send a request for the officer's Notes.

It's strange. I suggest you contact the VO and ask for reconsideration.

Thank you I have already sent in a request for the notes, which should arrive within 30 business days...I’m hopeful. Perhaps this was a mistake, unfortunately in order to apply again or appeal I have to pay yet another fee.

Did you attach a copy of your work permit with your trv application?

Yes I did, so this is why it’s so strange. I have been doing this same application 3 years in a row, same documents, same info. Etc. Very strange indeed.
