can a travel document be denied if i can still fulfill my pr obligations?

Hope someone can ease my doubts

I landed december 2008 but stayed only for a few days and did not get my pr card. I had to leave to take care of a family member. The rest of my family (2 siblings and my father moved to canada and still reside there)

I just applied today for a Travel document to join them. Can it be denied? I landed less than 3 years ago, so i can still comply with my pr obligations if i move soon.

I get my responce tomorrow but the doubt is killing me !!!

If you can still complete 2 years before the 5 year anniversary of your "landing" then the TD will be issued. Once you return to Canada, I suggest you don't leave until you have the 730 days.
