Can a Refugee in Turkey apply for Express Entry

I have a very important question I am a refugee in Turkey and I have Iranian passport can I apply for express entry?

Yes, you can, provided that you qualify in terms of the CRS points. Your passport doesn't matter all that much.

As a refugee, you wouldn't likely qualify for any temporary visas to Canada but you would be considered for express entry.
