Can a PR who failed to meet residency obligation still claim CPP?

Hello everyone!

My mother is back to our homeland since end of 2011 and has been back since due to medical problem. Can she still claim a CPP? She is turning 65 this year. And can she apply for an appeal so she can return here? Hopefully someone can help us with this. Thanks you!

The eligibility requirements to claim CPP actually do not state that she must be a PR or even live in Canada for that matter, see http://www.esdc.gc.ca/en/cpp/eligibility.page

However, she must have worked in Canada and paid into CPP. If she never worked in Canada and never paid into CPP, she would not be eligible.

People who've never worked in Canada may apply for OAS (old age security pension), see http://www.esdc.gc.ca/en/cpp/oas/eligibility.page but the eligibility says if she is living outside Canada, she must have lived in Canada for at least 20 years after the age of 18 and she must have been a PR or citizen before she left.

If she were living in Canada, she would be eligible only if she is a citizen or a PR and has lived in Canada for at least 10 years after her 18th birthday.
