Can a PR under Federal Skilled Worker program own and work for his business ?

Guys, I need some advice about starting and working for my own business.

1. Can a Permanent Residence (FSW 2014) start and work for his/her own business?
2. Is there any restriction for PR under FSW to own a business? Or it has to be Business Immigrants only?
