Can a PR son apply for Father

I am a canadian pr but my father had pr his card got expired and he went back home

despite not meeting 730 days obligation

I am still residing in Canada and I am a PR

So can I apply for him sponsor him to bring him back to canada as him being a PR ??

1. No, parental sponsorships are presently on hold.
2. He can apply for a travel document, and take the chance that it would be issued, if refused, he can appeal and demonstrate that there are Humanitarian and Compassionate ground to overturn the refusal.
