Can a person open a new express entry profile if he/she fails to respond to request for additional documents?

Lets say I failed to provide additional documents requested on my ITA. I am assuming the ITA will be closed if someone doesn't respond to additional documents request.
1) What happens if someone is failed to respond to additional documents request in time?

2) Assuming that I my ITA is canceled / reject, Can I open a new express entry profile afterwards? or modify my details such as work start date? after the initial rejection?

In case this is allowed, how will this effect my second draw?

You cannot create a new profile while your current application is still being processed, if this is what you are asking.

I was wondering about the repercussion of not responding to Request for Additional Documents.
How someone not responding to an additional documents requests effect his profile? Can he join the pool again and modify his start date in his past experience if he is allowed into the pool?
