can a expired police clearance certificate be submitted

Hi all,
One of my friends cec application had been rejected recently , he is about to apply again , can he submit hes expired police clearance certificate (2 years old) in he new applications , he hasn't gone out of canada for the past 2 years , can he submit a Statutory Declaration form or a letter explaining and signed by a lawyer
any advice highly appreciated . as i couldn't find anything about this topic on search

No - he can't. He needs to obtain a new police certificate.

He can apply without PCCs, but will be asked to provide a valid PCC later on.
