Can a company with not much revenue or full time employees apply for work permit

I want to know if a company with say less than 100 K revenue and 3 contractors apply for foreigner work permit to come into the country to do work for a year.

How long has the company been established, earning revenue and filing taxes might be the questions asked.

Filed taxes from 2014 company established Sep 2013. revenue last year is 40K for the first time. This year in first quarter it is 40K. Do you think it will suffice?
