CAIPS notes - question

Hi all,
I applied under CEC category during September 2011 but still the status of my CAIPS notes indicates that my application is in a primitive stage.

There is a section called "Assessments" under which there are a few fields. Three out of them appear to be very important and here are the values.

Eligibility - Not started
Criminality - In progress
Medical - Passed

The value for Eligibility field really worries me. Does this mean that CIC hasn't started to assess my eligibility yet? Remember, I applied on September 2011.

Did you order GCMS notes or CAIPS notes and when did you order it?
Did you receive it by email?

It could mean they haven't started it or the notes were not updated at the time your request. I don't think you need to be worried because with CEC, you would when you submit your application whether are are eligible to apply.
