CAIPS notes information

Hi,
I have applied my Skilled worker file for PR in Oct. 2006.
Still I am waiting for the PR, I hear Canadian government cancelled all the files before 2008. Is it true? anyone has information related to that?
And if i want to apply for CAIPS notes form, where can i find the form and what is the procedure for that?

1. Yes see: http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob442.asp
2. Unless you have a person in Canada that can apply for you, you will have to use a commercial company, i.e. Caips.ca or Caipsnotes, do a google search. If you have someone in Canada, then you give representative powers and they apply as per here: http://www.cic.gc.ca/english/information/applications/release-info.asp

Still i haven't get my fees or file back from CIC, so my file will be processed?, and my sister in canada, how much cost her? and how can she pay?
