By which latest date can I apply for FSW 2014 program under 2173

Hi I am new in this firm,

I have not yet taken ielts exam and just started ECA process.I am hoping to get my ECA by first week or mid of August and will also take ielts exam in first week of Aug 2014 (only date available to nearest ielts center). How much chance do I have to fall in the cap this year.

I'll be applying under 2173 category.
