I would like to know if it is possible for a western European citizen to open a business in Canada and that will give the benefit of an extension of visa to stay or later can apply for PR in Canada.

Also, if it is possible then what are the procedures to do so?.

Which provinces have the better chance of acceptance in Canada doing business?

There is no exception for European citizens. You will be classified as 'Non-Canadian', so you will have to qualify for eligible programs. I suggest you go through the following thread
