Hello, I know that if you live in US legally longer tha 12 months you can send application to the Buffalllo Office. Can we sum-up 2 separate periods (difference between them few years ) or it has to be continuous period -12 months to apply in Buffalo?.

The rule is admitted for 12 months, not live. If you were admitted for 12 months or more on your last admission, then you can apply from the US, otherwise No.
