Buffalo Office - Arranged Employemnt

Hello Friends,

Am new to this site and also the process.
I just applied and long way to go.
I got a question , Some of the websites say Arranged employment will fasten the process in all the Visa offices except Buffalo.

Is this true?
What is the process to follow if we are to go this route?
