In that case, it seems that someone wasn't doing their job properly.

We now have a new arrival to our family and I would like to apply for Citizenship for my son.
I have come across a stumbling block

If I am currently living in the UK and I am not a permanent resident in Canada it seems I can not apply for Citizenship for a minor. Has anyone come across the same issue?

You don't apply for citizenship. You apply for a Citizenship Certificate.

Of course, this assumes that you are a Canadian citizen by birth or naturalization. If you are a Canadian citizen by descent, all bets are off.
