MIFI just announced an agreement between Ottawa and Quebec to issue Bridging Open Work Permits to "certain" CSQ holders with AORs. http://www.mifi.gouv.qc.ca/fr/press...KfYGCN5AHT2bSXwxfqPikJyZgECt0UHAuaJKyYfPqM970

The announcement states this tart date as August 31, 2021. Apparently, these permits will be issued to people:
1) with CSQs obtained through QSWP;
2) with official AORs

"Pour pouvoir bénéficier du permis de travail ouvert transitoire, ces travailleurs devront détenir un CSQ dans la catégorie des travailleurs qualifiés et avoir reçu un accusé de réception régulier de leur demande de résidence permanente de la part du gouvernement fédéral."

Question: Do you think they will establish a system of authorizing applicants to start working immediately while waiting for a decision as is case with other work permit applications?
Is it possible that this will be a straightforward application process or at least a streamlined one in which they only request a few documents like CSQ, AOR, passport copy, and generic application form?

Do you think eligibility will depend on having had in past/ currently having a closed work permit or any work permit? In other words, if a CSQ was obtained through the student stream (the old program before it got canceled), can it be used to apply for a first-time permit while still in Quebec as a student?

When CSQ expires because PR is taking longer than usual do you think those people will be given BOWP?
Once submitted for PR, csq is valid till you get PR. Same rule will apply in this case and csq expiry date won't affect bowp issuance.

The question is, are people with temporary file number XEP eligible? And are those the ONLY 2 requirements to get this QC work permit?

XEP and AOR both should be considered. Waiting on IRCC clarification

There’s still nothing about this on IRCC website…talked to an agent yesterday and she said she hadn’t heard anything about this program. She didn’t even know it was set to come into effect soon…not a great sign

31st August is the date of commencement. How do you expect them to know before it's in their system.

MIFI's announcement didn't say the IRCC will start thinking about this new permit on August 31. MIFI said that as of August 31, the policy will come into effect, thus enabling people to apply under new guidelines. (À la demande du Québec, le gouvernement fédéral a accepté de mettre en place, le 31 août prochain, une mesure qui permettra à certains travailleurs étrangers temporaires qui séjournent au Québec d’y occuper un emploi de leur choix en attendant l’obtention de leur résidence permanente.) If that's the case, IRCC needs to have an infrastructure in advance of that date. Will options on website be amended? Is expectation that these applications will be submitted just like other BOWP applications? Regardless, IRCC usually announces details of new public policies--when and how they're set to come into effect in advance, not the morning of...

Everything with Quebec takes time, unfortunately. Implementation and instruction details probably coming on same day Aug. 31st.
 
Well.... the 31 fast approaches and it's radio silence about this. No new info. from MIFI. Not even a hint from IRCC. And I'm finding very little in the forums and immigration websites about this. Any news?
