BOWP Before Nomination and ITA - Information Needed

Hey friend... I am facing a really hard situation now since my WP will expire on July 22th but I still did not get an ITA. Could I apply for BOWP before I get an ITA? If I decided to go with OINP, could I get a BOWP before I get nomination and how?
