BOWP Approved in Canada. Can I apply TRV in India?

I applied for BOWP on 9-June-2015.
It i approved and received it recently on 23-oct-2015 .

I am going to India on a personal visit on 13-Nov-2015, I don't think i will receive TRV before my travel date , if apply it in Canada.
1. so can i apply for TRV in India?? will there be any issues if apply for TRV outside canada.

I have applied for PR in sep 2014. I have not received MR for it yet.
Should I go for upfront medicals and use it for TRV in india, as I heard that we need medicals for TRV in India.

If you are not staying for more than 6 months in India, u do not need to go through medical, U can take the original work permit with you ,bank statement utility bill, pay stub, employers letter to show you were in Canada and need a TRV to return back, write a good explanation letter stating u did not have enough time to apply for TRV in canada and it should be good enough.

I have not gone through this, but i do not see a reason why you can not get TRV in india
