Border crossing /Us to Canada

My husband and I are Canadian Citizens and we want to go to Buffalo to meet with a friend (she has applied for her visitors visa but not approved yet, currently travelling in the US) if she attemps to cross the border into Canada do you guys think that she can get her visitor’s visa approved to enter Canada?

No. Visitor visas aren't issued at the border. She needs to have the TRV approved and stamped in her passport before she attempts to cross the border.
