Boarder crossing at Windsor for PR Landing formalities instead of Alberta

Dear Friends.
We are planing to cross the Canada boarder at Windsor near Detroit to complete the Landing formalities. instead of Edmonton(Alberta) city mentioned as destination city in our Landing documents.we would like to inform office that we came for completion of landing formalities and come as permanent on July 2014 (Since our children are in school),
Since we are leaving neat to Detroit,planing to cross in 15th Jan 2014.
Also we had taken appointments for H1 & H4 Visa extensions at Toronto. we re planed to go to USA consulate for Stamping.
Is any one landed other city for the completion of Landing?
If they are not allowed for us to land what they can suggest??
Greatly appreciate your any suggestions and help .

1. You can "land" wherever you want, except for Quebec, unless you have a CSQ or proof of transport outside Quebec.
