You can go to court and declare .You can equally check with your local council office.

You can also show your matric certificate rahter than BC. Some of applicants of this forum have done the same and have been accepted.

Hi,

Me too dont have a BC and planning to send Matriculation Certificate (Notarised Copy). This is more than enough.

I think if possible it would be a good idea to get a Birth certificate. At least it will help avoid some delays. In India the procedure for Birth certificate is

Get an affidavit from Notary Public in name of your parents declaring your birth and date of Birth
SDM orders registration of birth in Municipal corporation
Municipal corporations registers the birth and issues a certificate

It takes about 3 weeks but probably can give more assurance that documents are in place
