I dont have a formal Birth Certificate. The Matriculation certificate or passport is used as proof of birth in India. It worked in case of Canada Work Permit 2 years back and for H1B application.

Do you gurus think it's a hard rule to get the Birth certificates or complimentary proof should suffice?
 
I think yes and no at same time. I'm not very sure, maybe its defferent document importance while applying as work permit and Permanent residence as Skilled worker. Why you dont get Birth Certificate from your embassy? are you in India or out of India? I red here in forum, many applicants got their birth certifcates from embassy directly. Try to search on this.

Based on what i have read in this forum, birth certificate issued by embassy is acceptable. I have applied with certificate issued by indian embassy.

If your parents are still living take them to a Notary/Lawyer and ask them to give an Affidavit regards this. Job done. This works as well. Also, Birth certificate issued by embassy is accepted according to some people on this forum.
