I and my wife are applying for canada PR but there is different name on my wife's birth certificate as all other document have same name.

I have tried through all means but as per new govt rule and muncipal corporation policy you cannot change name but can change other details like address and parents name.

Is birth certificate mandatory document for couple to apply for canada PR? If yes how to proceed further in above scenario?
 
You don't need birth certificates (for you and your spouse) to apply for PR and they are not required nor mentioned anywhere in the documents checklist. However, in very rare circumstances, CIC may ask for them later. I would say go ahead and complete your application and don't worry about the birth certificates. Good Luck!

Birth certificate might be required if you opt for PNP route. For FSW PRs, birth certificate is not required.
