I am sponsoring my parents from India under PGP 2019. They will arrive here in Canada in August 2019 on Visitor Visas and stay for at least 6 months. They also have US visitor visas.

If they receive biometrics instruction while in Canada, can they enter USA and give biometrics at a listed US Application Service Center or a VAC?

Kindly share your thoughts and experience.

Biometrics can be done in the US but no one here can guarantee they will be allowed into the US to do it.

I am in the same boat. Not sure if anyone was able to get the bio-metrics done by visiting USA. My mom has the USA visitor visa and I hope she can skip going back to India just for the Bio-metrics.

Many have been able to go to the US for biometrics.
