Is is necessary to provide new biometrics while submitting new TRV application after refusal or they can retrieve old biometrics?

It depends on the passport you hold. If you're from one of the 29 listed countries which includes Pakistan, Bangladesh, KSA:
If you applied before July 31, 2018: You need to give your biometrics again
If you applied on/after July 31, 2018: You need to give your biometrics just once. These biometrics will stay valid for the next 10 years
