Biometrics PGP 2019- When to submit? Should I wait for CIC?

I have been invited to sponsor my parents under PGP 2019.
When I pay for the application fee online, I am going to pay for the bio metrics fee online as well.
Should I wait to receive the Biometrics Invitation letter from CIC before my parents give biometrics or can go ahead even before that?

Does it mean, my parents don't have to do the biometric during the application. Currently, my mom is in Canada as visitor for another 30 days, hoping that she will have time to do it when she goes back.
