Biometrics letter not received

Hey guys,
my significant other is attending school and he just applied to extend his student permit
it's been a week and he hasn't received the biometrics instructions yet. According to the website, those instructions should have been received within 24 hours.

For those who are here and that have applied for a student permit extension, how long did it take to receive the biometrics instructions letter?
