So from everything you mentioned I have reached the conclusion that there is no 3/5 requirement at time of oath.The only concern is long stay outside Canada after applying for citizenship can make immigration officer.
Any idea when the bill is to be tabled in Senate and how many readings that the senate has?

Its estimated that the new law will be official in 2017
