Best time to submit the application for 2015 immigration ??

There's no,right or wrong time. The earlier you do it, the sooner you will get a response and can plan accordingly.

But I have heard there is CAP on every job..I have pasted below the application cap from site :cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#jobs

Due to the large number of applications we get, we can only consider a limited number of applications per year. As of May 1, 2014, there is an overall cap of 25,500 for new federal skilled worker applications. This includes a cap of 500 applications from PhD students. There are also sub-caps of 1,000 for each of the 50 eligible occupations. The caps do not affect people with a valid job offer. These are the last applications we will accept under the current system before Express Entry launches in January 2015.

So in order to be ahead in the race any idea about the good time to apply ?

there is no definite time frame on when exactly the process will began in 2015, moreover the express entry will be different from FSW - 2013,2014. so we can't gather the exact documents without the official announcement of forms & rules.
