Hello,

I got offer letter from NYIT university for January'19 Intake. This week, i am going to pay my tuition fees. If i apply for VISA in next week then how long it will take to proceed? Can i arrive in Canada by oct or Nov ?

So NYIT Vancouver ? If so which program given only certain Masters programs at NYIT qualify for a PGWP.

Arriving in October might be too early, mid to late November could be ok but in either case you would need to show you can support yourself financially without working before classes start

How long takes to get a study permit approval depends from where you are applying from. Processing times are on the CIC website
