I have zero interest in doing a Masters. To me it's completely useless. I already have freelance experience in Web Development but no solid foundation in Computer Programming i.e. my degree is in Electronics and Communication Engineering. I am looking for good colleges that offer Diploma in Computer Programming(not computer science). My IELTS band is 8 and TOEFL score is 115. I took both because I wanted to move to USA or Canada but decided Canada because I don't like USA.

I searched Seneca College's curriculum and liked it but it has some horrible reviews. Many say it's not good enough. And so I come here to you guys and gals for guidance.
 
I would like to learn it as well. Some colleges look popular but their reviews are not good...Is the reason they are popular is that they accept everyone and open a way to Canada or are they actually good educational institutions as well?

Also, to my surprise, for international students, some colleges charge as much as masters, making me question if they are just same priced alternatives for people who cant get into masters...
 
You should not base anything on student reviews for example on social media or forums as that is all too easy for people to have a single bad experience that then attempts to create negative review of whole institution. Remember these colleges/Unis are big institutions with thousands of students.

Look for official college/Uni ranking data, will not be at course level but a better benchmark than social media. If you can find genuine students than all the better but that is a challenge plus also sad fact that many international students use a study visa towards PR and if that doesnt work out yet another reaon to bad mouth an institution.

As for fees also a fact of life in any country international students are unfortunately to a degree milked as easy targets even if the cost of eduacting is same as domestic so yes there probably is a degree of auto acceptance.
