1. You are safe to assume that online services are available when you are applying inside Canada. If applying outside, refer CHC website of your homeland and follow the instructions.
2. You can save time.

lol i dont understand where this is coming from ..applying online concept.....if ur in india i am pretty sure u cannot apply online....

1. Correct. Follow instructions on VFS (India), download forms and apply.
 
According to CIC website anyone outside canada can also apply online for study permit.

1. Once you complete the online application, it's referred to the CHC of your homeland. CIC won't issue a study permit/TRV if you are not legally inside Canada. Most likely, the processing might get delayed for want of extra documents like IELTS, GIC, Loan, medical, passport in original etc. Check with the CHC website of your homeland if online option is available.

I do know that.
 
You have to fill out an online questionnaire and then you will be informed if you can make you application online or not. In my case (citizen of PK, residing in Sri Lanka) I was told I could apply online.

I can also confirm that he country of residence (if different from country of citizenship) will process your application.
