sorry I have noidea. I am not even sure if your husband will pass his work permit application if he is HIV positive.

Your husband will have to pass a medical exam to get his work permit. If they think his medical expenses will be too much of a demand on the Canadian healthcare system he will have his visa denied.

If he does get his Visa approved you should make sure his future employer offer extended healthcare benefits (prescription, dental, vision, etc) because if he doesn't have coverage he will have to pay for his medication and the costs are much higher than in India actually they are the 2nd highest in the world after the US.

He is getting work permit in a month and we are planning to move canada till November

If you don't have a work permit even if you don't work you aren't covered for things like healthcare. You will have to get a visitor visa. Has he passed his medicals?
