Before Feb 27th 2008 OR After November 26, 2008

I have question on CIC web site processing time those who applied before 27feb 2008 or after November 26th 2008 but what about if someone applied between those months there is no time frame??? hope you guys understand what I am trying to ask

None, because there was no processing of application submitted after 27/02/08 until the list of "38" was published 26/11/08 so you look at times after 27/02/08.
