Before Feb 2008 & after Nov 2008 (Between those months)

I really don't understand From March 2008 till October 2008 in those months if someone file application its call (simplified form) its new system or old systems processing time???? Please share

Well, unfortunately, a straightforward process is tending, day in-day out, towards becoming a "Mystery", not only for the applicants but for the rules and Law makers too.
