Before class start can any one change his colg to another colg or university?
And will it effect after completion and in getting post study work permit?

Or we will have to complete 4 years degree???

You can change it , yes but only off-campus work permit, you have to finish your studies in order to get the post graduation work permit, which allows you to work full time.
