I saw the statement on Job Bank Privacy. I currently in Hong Kong, that mean I can't submit application?

No, if you have a job offer you could be in Hong Kong or anywhere else.

I want apply BC tech pilot, so that I designed, I would be created EE after I get a job in BC? or I need create an EE profile first?

I think you should try IELTS first to see how you do and whether it's worthwhile to proceed with an Express Entry application. If not, there is a PNP process that doesn't require language results (there are many points available for them, but if you can do without those points . . . ) Anyway, see what you score on IELTS before you make any more decisions.
