BC PNP - Letters of reference

Hi all,

According to IMM 5690 (11-2011) E Document Checklist, it requires letters of reference of all my employers for the past 10 years. However, for some reasons, I can't get two of the reference letters from my previous employers. Is it possible for me to provide pay stubs, T4, and etc instead of reference letters? Any suggestions are appreciated.
