Second she needs to have money in the bank with showing you have all the tuition fee needed for the specific programs, living expenses, and money to buy a ticket going home.

Why don't you find an employer there in BC who has an LMO?
and get her a different work permit for the meantime.
You can also look for an employer offering skilled worker lmo, (food supervisor, manager etc)
And with that after working for 12 months she can get here own PR with Canadian experience class.
And you don't have to worry about sponsoring her and the other situation she has that you told me about.
