my info is as follows:

noc: 2147
ielts: 7.5
spouse: no
points: 71
relative: yes
job: no
degree: 5 years bachelor
ECA: 4 year bachelor
exp: 1+
pcc: partial
app sent: 24/6/2013
fee: CC
received: 27/6/2013

I have one worry though. i read earlier in this thread that not mentioning the visa office might cause the application to be rejected. i left it empty because in cic website, they said economic programs in london and permanent residence in abu dhabi. i was confused since this programs is economic but also offers permanent residence. I left it empty since i was able to verify the form while leaving the visa office empty and thinking that they would choose the default visa office for my region. does anyone have any idea about this?

sorry i meant to post it in the 2013 fswp timeline, but i made a mistake. anyway, why would they allow me to validate the form if it was this important?

Yes I just confirmed ... Blank visa office box is not highlighted upon validation. Bas is right. I just freshly downloaded the form and confirmed.

In my opinion your application is going to be returned regardless. NOC 2147 is one of the most popular NOCs and I think it reached its cap in early May.

but this year the ECA was introduced so i am guessing the cap wouldn't be filled as quickly

You should expect the application to be returned if you left the visa office field blank. See:
