Bank draft for US police certificate/FSWapplication

Hi every one,

I need to submit a bank draft/manager's cheque to FBI for getting US police certificate. My bank is unable to give me that draft/cheque in US Dollars. If I ask a friend to submit it on my behalf, will that be acceptable to FBI?

The same question is for paying application fee for FSW. If I ask a friend to submit it on my behalf, will that be acceptable to CIC in Nova Scotia?
