They must be declared to Canadian Customs on arrival and as soon as they see Houka Flavours, you are going to be opening up your bags for inspection. .... GUARANTEED and subject to scrutiny. If it's legal you can almost certainly find it here as an import. If it looks unusual to border agents, which it will, they have onsite analysis equipment and the experience to determine what it is. You will just get held up for awhile... I'd guess an hour. If it even has trace elements of a controlled substance or illegal drug, you will get held up for a few years and then deported, but I hear the prison food is not so bad here.
