Backlog of previous paper based immigration applications

Is backlog of previous paper based application of FSWP is completed which was suppose to be cleared by November 2016.

Guys please throw some light and update if you have any information.

Believe me backlog of previous paper based immigration applications is important factor taking into consideration the high CRS score.

Due the backlog CIC is not using EE pool only source of Federal Skilled Immigration. Once the backlog is gone the scores will be down dramatically.
