How dose CHC-London preform Background checks? Do they look at electoral rolls? Contact HM Revenue & Customs etc to confirm addresses?

No one really knows... it's more criminal and suspicious activity than anything, but I would assume that they check gvmt datababses for inconsistencies.

Im really curious besides criminal activity what else does a background check reveal?

Well UK has data protection act. They cant just go checking whatever they want it doesnt work like that. They ask the CSIS to perform the check. CSIS will in turn request information from agencies that share information about people in the countries you have lived. Theyre checking to see if these agencies have anything on you from a national security standpoint. Think about it, if they could just get all the info about you why submit a police certificate? Its because this information is protected and no outside agency has a right to that information uless YOU request it, or there is probable cause to beleive you're say a terrorist. So CSIS probabaly check interpol, scotland yard etc etc to see it anything on you comes up.

From what I have read, it appears that CIC will check up on any agency that can give information freely. Like the credit reference companies for example, birth, deaths, marriages, education agencies.

For information that is more personal, ie medical and tax, they are only able to check with due cause. This is if CIC have reasonable doubt and can prove that doubt, that certain agencies will allow them access to records not normally available.

As most Brits are not deemed terrorist material and are usually classed as low risk medically, background checks for those from the UK are actually very minimal and quick.
