Hi,

We (couple and kids) left Canada in Aug 2019, our PR cards have expired. We plan to apply for PRTD now, go back to Canada just before PRTD expire then renew PR card immediately once we back.

Currently we still meet residency obligation so getting PRTD without H&C should not be a problem. I assume PRTD process take roughly 2 months plus 6 months validity so we are thinking of go back in 7-8 months (Because of covid restriction related family reason, we prefer as late as possible). When we enter Canada, we no longer meet residency obligation. Will this cause difficulty at the border? Any issue we may have when renew PR card after arrival?

You shouldn't have any issues at the border. However if you are out of compliance with the residency obligation once you return, you'll need to live in Canada for two years to meet the obligation before you'll be able to apply to renew your PR cards.

Would not recommend waiting until you are out of compliance with your RO to return to Canada. If you meet your RO you will be processed as a normal PRTD. There are no guarantees that you will be able to get a new PR card. Without a valid health card you may find it hard to get a health card. Since you have been out of the country for so long you no longer qualify for health coverage even if you health care has not expired. You will need to reapply. Are you planning on remaining in Canada for at least 2 years without leaving?
