What does this question mean....?

Another person was doing the same job as me before I was hired, but she quit and the position was empty for 6+ months. (My employer wasn’t actively seeking during the entire 6+ months)

Another question: for the Employer Recommendation Letter

-how long should the letter be? what are some of the key points to include?
