Australian wondering if I can get a 3rd IEC/WHP visa to Canada??

I'm freaking out a bit here because I just applied for my 3rd IEC/WHP 2 year visa for an Australian and I'm getting very worried that I may not be eligible.

I had my first visa activated on 27th February 2011-Exp February 26 2013
I never actually worked on this Visa and only stayed 3 months but it was still activated so would count as my first I guess?

My 2nd visa was activated on 17th November 2014 and expires November 16 this year.

I applied for my 3rd visa on 22nd September and the waiting period gives me the impression it will come through around when my current one expires but I am unsure as to whether or not I am actually ALLOWED a 3rd visa based on the dates of my 1st 2 visas.

I cannot find the information anywhere online and would love to know whether or not I need to start planning to go home instead of staying.

Has anyone come across any information pertaining to this?!

Yes - your 2011 to 2013 visa will count as your first.

So it says if I participated 1 or more times before 2015 I MAY be eligible for a final visa but that means they could still say no?
