Hi.... I've a friend whose PR application was turned down on the basis that she provided a complete disclosure from the Australian Police rather than a Standard Disclosure.

Without a doubt, it is her error; the CIC website says specifically that a complete disclosure will not be accepted, only a standard one. See link http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/australia.asp

But just out of interest, does anyone know the explanation to this? A complete disclosure is more thorough. It is surplus to requirements. Why would it be deemed inadmissible? Many thanks.
 
There's probably no good answer. Most likely CIC only wants to be dealing with one document from Australia for efficiency purposes (rather than training staff to understand / read / deal with both versions).

In the end it really doesn't matter why. Unfortunately your friend provided the wrong one. If this was for an EE application, hopefully he has enough points to be quickly selected again.
 
Thanks for your reply. You're probably right. It's just extremely frustrating as it is the only reason she was refused. It was for permanent residency. It was refused. And she has to apply all over again
