Curious to know if the August 1, 2014 implementations of the new law apply to all applicants OR only the ones received on and after August 1, 2014. I am particularly interested in the bypassing of seeing the judge/decision made by the judge (on approving Citizenship). If its for all applicants, do you folks see the possibility of decreasing the processing times in the months to come. I have applied in Oct 2013 and a friend of mine applied in April 2014 - curious to know to expect any quicker processing times. Thanks

I think it applies to all applicants regardless of when they submitted the application. So in theory the processing should go faster.

Called CIC and the agent checked if there was any note on the press release for the call center. He said the Citizenship Agents at the local office will now be able to make decision on files but this process may not start immediately. It seems they may need some to organize and equip themselves to make the three step process to one step. He also mentioned it applies to all the applications in process as the main goal of this process is to reduce backlogs. I asked him how long before they change the process and he did not have an answer. Even if they take 3 to 4 months to start it is a good sign and should reduce backlogs pretty soon.
 
Is there residency requirement of 1460 days also implemented since August 1st 2014 ?

The residency requirement of 1460 days is not in effect yet. Only the administration side of the citizenship process was being revamped so far since Aug 1st.

Can they now refuse applicants with 1095 days of "basic" residence but less in "physical" residence without referring to a judge ?

No because the 3 out of 4 years requirement is still in effect. But if I'm not mistaken, you still need to have 1095 "physical" in Canada residence to qualify for citizenship. There is a difference of basic residence where by you can have a legal residence but you have been out of Canada about 5 months. Once you pass the 6 months out of Canada, you can be considered to be a non-residence of Canada.

A colleague of mine had less than 1095 days. He was short by 3 days as he missed a trip to US during his relevant period. CO asked him during the interview that a trip is missing based on his stamp. He answered that he has provided details to the best of his knowledge based on all the information he had. He was not referred to a judge and got OATH letter in a month.

So even today(before C-24)it is the COs discretion to flag you for CJ review or not.
 
What new law? This is just a ploy by the CPC to secure some votes among newcomers.

That post along with your previous post makes no sense to me. If really want CPC to vote for them. They would have shorten the qualification period down from 3 years to 2 years, dismiss RQ requirement. Go on the honour system whereby we take "your word" that you were being "honest" in your actual time spent in Canada stated.

Honestly though, they are employing for years what the majority of the population has been asking for in the changes to citizenship rules.

What's about those files that already been transfered to local offices? Will they be transfered back to centralized office for processing because most of local offices are extremely inefficient.

He specifically told the local office's Citizenship Agent will be able to process it. I got RQ'd and asked if my file will be taken care off by the same local office. He said within GTA the office share their workload and they may transfer it among the local offices as they wish. They never send it back to the central office.
